Scale and tween a layer in PS animation

I am making an animated gif in Photoshop and I cannot ween a layer. I am certain in older versions I would create a frame, then create another frame, scale the layer and tween. The results would be an animated scaling of the layer. This no longer happens. Now, when I scale a liar, it scales in every frame regardless if the Propagate Frame box is checked or not.

FYI: the layer I am scaling is a smart object vector image. I tried to rasterize the layer, but that did not fix the issue. Also, the opacity attribute tween perfectly.

FYI: Placed Ai file are vector smart objects layers they are special.  Other smart object layers objects may have vectors within the object however the smart object layer is not scaled using vector graphics it is scaled like a raster layer via interpolation. 

As for tween it supports position, opacity and layer style effects it does not support scaling  you can not use transform to scale and rotate a layer.  You can only move the layers position
