Ok, i'm guessing it's quite a common topic but was not able to find the answer.
Wha the actuall # happened to transfromation/scaling?
1. Why it needs shift to scale object freely
2. Why it's exclusive to normal object but not smart objects?
3. Why in Illustrator it works as it used to work in PS?
4. Scaling something now freely with alt is awkward as hell
5. Why changing something that was working fine for like always
6. How to get back to old scaling settings without obvious "downgrade to earlier version"?

    Hi,

The “why” is because it was changed in 2019, but there has been so much feedback that Jeff Tranberry says they are working on a fix that should be in the next patch.

In the meantime, read this Help page:

    Transform objects in Photoshop

This is a user forum with some input from staff, and as users we don’t know any more about the “why” than you do. We can only help with the “how”.

    Best,

    Jane
