Scissors is missing in the latest version and object tool section too.....
why is photoshop keep updating and messing the basic functionalities, can you please fix it....

Photoshop has never had a Scissors tool. The Scissors tool is in Adobe Illustrator and Adobe InDesign.
Also, the tools you see may change (might be rearranged or hidden) if the workspace or Tools panel has been customized. To see the normal set of Photoshop tools, choose one of the built-in workspaces such as Window > Workspace > Essentials (Default).
