Scratch disk full

I have Photoshop CC 2017 and have been using it for a year now. Yesterday I got the message that my scratch disk was full, and I am unable to open a file because of it. I saw solutions for it on the internet, but nothing has solved the problem. My HD is the only option for the scratch disk and it says it has 21GB of space. I literally have tried everything to clear the disk but nothing is working. Would could I do so that I am able to continue working?

31GB isn't a lot of HD.  But how big is the file you're trying to open?

Is there any way you can free up some HD space by moving data files to an external drive?

You should be able to find a modest priced 1 TB external drive online.

21GB of free space is not a lot. But it should be enough.

What is your OS and version?

Did you look into your preferences? what does the scratch disk tab say?

My OS is Sierra 10.12.6.
