Scratch disk not utilized

I use Photoshop CS3 and every now and again my photoshop will crash die to filling my C:/ drive. However, my scratch disk is set to a 256gb solid state which appears to be minimally used or at least used much less than my C:/.

I've tried searching for the issue but I can only turn up "scratch disk is full" related answers but that's not my case. After a crash, every thing boots back up perfectly fine.

Does anyone have any thoughts?

    How much disk space do you have in the SSD and C drive? And doing what tasks you get the "scratch disk is full" message.

    Also if you can share the screenshot of Scratch disk set in photoshop preferences would be helpful.
