Screen glitching in Adobe Photoshop 2019 on Macbook Pro

So, ever since I updated to CC 2019 I have had a terrible time with the screen on my MacBook pro either flashing black bars or with the whole Photoshop app moving over about an inch, with what was the right side of the program now overlapping to the left side (see picture). This is the only program I have this issue with and it seems to occur mostly when I am moving the cursor with the brush tool selected, especially if I move it at all quickly. When the screen shifts over, I have to click on the canvas and then it returns to normal. The black horizontal bars flashing is so bad though that it makes the program almost useless. If anyone has a fix it would definitely save my butt. And I have tried all the usual things like restarts, updates, etc...

Hi!

Do you need to/or have you checked into your Graphics processor card? What version of MacBook Pro are you running and what OS?

I have an older (late 2013) MacBook Pro 15 that was running High Sierra and now is running Mojave with no change. I did figure out exactly what causes the issue though is when the brush (at a large size like 500+) rolls across the boundary of a menu or the top bar and it switches from the brush circle to the arrow cursor. The the screen either flashes black bars or jumps over like the picture shows. Also, zooming way out on the canvas, and zooming in on the canvas makes the flash stop. Its very strange and specific but also very annoying for some of my work when drawing.

It only occurs at zoom levels 25% and 16.67% no matter the canvas size.
