screen size too large for monitor

when an image is first opened in the screen with the adjustments for contrast etc, the screen is too large for my 21 inch monitor.

I can only reduce the size about 10% with corner arrow. Screen size is still too large by another 10%.

Any suggestions to make screen  size smaller?

After the image is opened in the screen for curves etc, the screen size can be adjusted to any dimension,

Check the:

 

Preferences > Interface

 

and then adjust the "Presentation" options to see if that helps. Got to say though I am not quite following your post. Maybe drop a picture or two in and we can see what you are referring to.

Mac or Pc - do you mean the whole Photoshop window is too big? Can you post a screenshot? Can you click on the resize buttons - upper left corner on Mac, upper right corner on PC. Maybe try creating a custom workspace for yourself or resetting the workspace.
