Scroll through layers with wacom pen?

Is there any option or workaround to scroll up and down through my layers by using my wacom pen? It works fine when I use my finger but I'd much rather my wacom pen be able to do it: example video

You could likely define a custom gesture in your Wacom control panel to set the focus to the palette and scroll it, but that may also require a second gesture to exit this mode then. No idea, though. Never tried myself. Just a random thought. Another idea might be to define the layers palette as a second input region and assign a different function mapping for the pen to it.
