Scrubby zoom problem

I'm running a Dell M7710 mobile workstation with 32GB of RAM and 8GB of video RAM.  Graphics processor is enabled.  Scrubby zoom works fine if I have one document open.  However, if I open a second document, I do not have scrubby zoom on that doc.  I retain it on the first doc, but it's not available on the second.  Is there anything I can do about that?

    Have you attempted to reset your preferences? Or restart Photoshop? Scrubby Zoom is the default usage for the Zoom Tool.

    In the Preference options, if you have made a change, depending on what you have changed, Photoshop needs to be restarted.

    However, I feel like this might be a preference conflict that can be easily resolved by 'resetting your preferences.'

    *If you have changed your Workspace: Keyboard, Toolbars, Menu Options, then save your workspace before quitting Photoshop. To save and manage Workspaces: Adobe Photoshop workspace basics
