Select brush and 3 recitals appear, move tool selected and transform box appears

Whenever I use the brush/eraser/stamp tool, three numbered recitals appear on the canvas. When the move tool is selected, without hitting transform, the bounding box appears around my layer. Is there a way to turn this off?
