In Photoshop for the iPad, how do you change the margins so the image fits the whole page?

Photoshop uses a canvas, not a page. There are no margins and Photoshop for iPad does not have Guides (yet).

It's not clear what you are trying to do, but you can use the Crop tool to make the canvas bigger or smaller. (Make sure nothing is selected first.)
