Several settings windows lag

Since installing Photoshop on my new pc the menu elements seem to lag behind.

For instance in the menu of a new selective color correction layer, I can move the sliders from -100 to +100, but the slider itself "lags" behind the mouse. The preview effect on the picture works fine.

This is also true for graduation curves, black and white and some others. Using the liquifiy function shows this best, here (only here) the liquify brush stutters around making everything else impossible.
