Installed Latest Version of Photoshop, sketch options for Graphic Pen, etc. not functional. When will this be repaired?

What happens when you use them?

Two common problems are having the image in a mode other than RGB Color 8 Bits/Channel (Image>Mode) and both Color Chips (Foreground/Background) colors in the Tools panel the same.
