shift+alt image in proportion isn't working?

I'm changing Mac's at work to a new Mac but using the same version of Photoshop, the newest version.

It isn't working when trying to resize an image in proportion. Shift+Alt, not working, neither is shift alone.

Any resolutions please!?

In Photoshop CC2019 you don't need to hold the shift to transform a layer proportionally

There were some changes when scaling layers proportionally starting with version 20.0. Please read this article on official help Transform objects in Photoshop

Proportional scaling is default without Shift for many layer types, so do not hold Shift while scaling pixel layer, type layer or smart object layer.
