Shift Clicking Issue on Multiple Layers

In Photoshop, sometimes I need to select two layers at once, then Shift+Drag them so they stay aligned. Right now, when I select both layers, hit Shift and try to drag, only one of the layers stays selected (as I need to drag both simultaneously). 

 

I remember there was some direct selection or some other such setting I needed to tweak to ensure that shift does not drop the second layer, but can't remember what it was (been a while back). 

 

Anyone know what I'm referring to?

If I understand you correctly, here’s my recommendation: select the layers, click on the canvas with the left mouse button, then hold Shift and drag to constrain the movement.

After further testing, it would appear there is a very specific order the clicks need to happen in. If you press shift first then try to move them, it will drop the one layer and only move the layer you're on.

 

But if you select both layers with shift, left click on them FIRST, then hold shift before the move, it will stay aligned.
