Shift+Ctrl+L doesn't work anymore on 2019 PS?

I use Shift+Ctrl+L regularly as the default keyboard shortcut for the menu option Image->Auto Tone.  If I select it on the menu drop down it works.  If I use the keyboard shortcut it ignores it and does nothing.  I checked the keyboard shortcut definition and it is defined properly.  Interestingly, if I delete the shortcut and try to re-enter it again it won't take it there either.  I hit the Use Default and it puts it back in there but still doesn't work.  Of course I haven't tried all shortcuts but so far this is the only one I found that doesn't work that I like to use.  Any suggestions?

    It does work on my Macbook and Auto-Tone shows up in the History Panel.

    You might create a new file, fill it with a color and try out the command shortcut again.

    If it's still not working, try a Preference reset:

    I have the same problem: Ctrl+shift+L doesn't do anything. I'm in Windows 10. And I have the same problem with InDesign. Ctrl+Shift+L for Left Align text. So far other shortcuts seem to work for me.
