Shortcut - CMD+OPT+drag Stopped working after upgrading to Sonoma v14.5

I have recently upgraded to MAC OS Sonoma v14.5 and found that a keyboard shortcut I've used for a long time no longer works. 
Description of process: While on a layer (including a Background layer) I make a selection. I then hit CMD+OPT and drag (ctrl+alt+drag) the selection. This copies it to another part of the same layer. It doesn't create a new layer. For example; if I have one object in an image and I want two,  I simply select it and drag to create two.
This is nice because I could do it without jumping (layer via copy), moving and flattening. 

Now I see that this shortcut no longer works. Is this a bug? Is it something that Adobe can address and make it work in Sonoma? It would be great to have this timesaving shortcut back.
