shortcut keystrokes not working in Photoshop CC 2019 [branched]

I did a fresh install of Photoshop CC (20.0.4 20190227.r.76 2019/02/27: 1205725 x64) on a fresh Winsows 10 x64 Pro (1903) and the a-z shortcuts are NOT working and I cannot reassign the shortcuts. No errors, just not working and no feedback 😞

Ged is showing you the Application Menus. For the a-z shortcuts, do what he said but switch to Tools at the top.

Ah I thought the OP was talking about the Ctrl + Z keys etc, the OP mentioned shortcuts and not shortcut

Have you checked the shortcut keys here

I updated to Windows 1903 and found that my Wacom Intuos Pro was not working correctly, issue was as soon as I put the pen to the tablet the mouse icon would disappear, not just in Photoshop but in all apps, so I ended up reverting back to 1809 from an image backup

Had no issue with the shortcut keys with Photoshop 20.0.4 on 1903
