Since I've updated to windows 11, I can not move photos to PS while it's minimized.

Since I've updated to windows 11, I can not move photos to PS while it's minimized. 

I can do it only while PS is open, and then I open the file and through in the photos. 
Is there away to fix this annoying problem?

That discussion makes it clear it won't work in Windows 11.  What it doesn't say very clearly is that Microsoft decided to remove this feature - it wasn't an accident, and it isn't something Adobe can fix. Just doesn't work any more, for any app.
