Single-key tool switching doesn't work until after clicking a tool
Open Settings → Tools and uncheck "Use Shift Key for Tool Switch", then quit and relaunch Photoshop. Upon relaunch, you will be unable to use single-key tool switching until you click on an inactive tool with your mouse. From then on, at least until next relaunch, single-key tool switching will work.
For example, with "Use Shift Key for Tool Switch" disabled and a fresh launch of Photoshop running, if the Crop tool was last used, pressing 'v' to switch to the Move tool will not change your current tool from Crop to Move. Clicking on any tool other than the current one, say, Marquee, will make 'v' suddenly work as expected (as well as single-key switching to other tools). It's as if the code listening for single-key tool switching doesn't activate until a mouse click changes the current tool.
