Skew or distort doesn't work on Photoshop 2020

Hi

I've cropped an image, copied and pasted it onto another layer and wanted to skew or distort it but it doesn't work no matter what I try. I've tried holding down the shift key, the control key, I've tried changing the legacy settings... it just doesn't work. Nothing seems to happen when I click on the little squares at the corner of the image, except when I clcik on the bottom right hand it just moves the image.

Would really appreciate some help!
