Sky Replacement - could not complete your request because the file format is not supported

When I try to add .sky files that I downloaded from Adobe I get the message "could not complete your request because the file format is not supported" for all the files I have downloaded. I see this on twon different PCs, and when using 24.5.0 Release and also POhotoshop (Beta) 24.7.0 release.

The solution I have found suggest deleting the existing groups from the drop down, restarting PS and then adding defaulsts again (though they are already there), then deleing the additional groups. Unfortunately when I try to add the new .sky files e.g. Storms_Pack_1.sky I get the error I show below.

Any suggestions on how I can add these files?
