Smart filter not rotating with layer

Smart filters dont seem to rotate with the layer, x and y axis transformation all OK, but rotation seems not to be applied to smart filter. First noticed it with camera raw. Example below with an arrow of rendered clouds.

    You might convert the layer with the Smart Object and Smart Filter to a newSmart Object and then rotate that new Smart Object.
