Smart Objects link to former employee's library

Helllo, all. One of our designers moved on to greener pastures, as they do. However, I am learning that they extensively used smart objects that lived in his CC library so whenever anyone else tries to edit these files, the links are all broken. We can't use CC Libraries as a team due to restrictions on cloud usage as a state insitituion, but I don't think he realized that. 

 

Is there any way to access these smart objects anymore? Or do we need to kiss a year's worth of design goodbye?

I think you might be stuck. We had a somewhat similar situation, where a photographer was saving images to his my photos folder, which locked them from everyone else. Luckily he still worked there, and we had him move and change permissions on the files. Any chance you can get the designer back, long enough to transfer the files?
