Smart objects with vector content

I have a psd with vector layers. If I place>linked this file, it ignores the vectors and acts like it's a raster image. WHY

Have you tried placing the PSD as a linked file into Illustrator and keeping the vector in Illustrator? Depending on your file, sometimes this can be a solution.

Yeah, using Illustrator would be a solution. Unfortunately I don't have Illustrator

A linked image is a smart object. A smart object is a container which acts like a pixel layer in the image (aside from being unpaintable). The container can be opened and edited, or in the case of a linked file can be updated when the file it is linked to changes. So your layer is just acting as a smart object.

So vectors don't work for smart objects, essentially

Yes and no. As Dave mentioned they are still vector objects, when opened, but pixels layers when closed and viewed in PS.
