I would love to be able to turn my photoshop page at any angle so I can work more easily on sections of the work.

You can do this with the Rotate View tool. In addition, if you’re using a Mac with a multi-touch trackpad, you can rotate the canvas with a two-finger rotation gesture on the trackpad (if Enable Gestures is selected in the Tools panel of the Photoshop Preferences dialog box).
