Standard & Rich Tool Tips Not Displaying

Windows 7 Professional

Intel Core2 Duo T9900 @ 3.06GHz

16 GB RAM

Nvidia Quadro FX 3700M

I have no standard or rich tool tips.  I'm a new user and would find them helpful while I'm learning.  I have gone into preferences and ensured that they are selected.  My employer gave me a dinosaur laptop.  It was used primairly for high end CAD (Autodesk) software and 3D modeling, but I'm guessing this graphics card doesn't support those features.  Is there any way to confirm that?

    Are tool tips switched on in your Photoshop preferences?

    Yes, tool tips are switched on under Preferences.  I'm also using Essentials (Default) Workspace and have reset it multiple times to try and get the tool tips to display.

    If you have Preferences > Tools > Show Tooltips and Use Rich Tooltips turned on then try to reset preferences from Preferences > General > Reset Preferences On Quit then restart Photoshop
