Step & Repeat Doesn't Duplicate Groups

Issue: Using Ctrl-Alt-Shift-T to apply previous transformation (step and repeat) on a DUPLICATE layer only duplicates when you select a single layer, not when you select a group.

Photoshop version: 25.6 (and earlier)

OS: Windows 10

Steps to reproduce:

1. Create a document with a group and a separate layer

2. Select the layer, press Ctrl-T to transform, then transform the layer in some way (e.g. move it)

3. Press Ctrl-Alt-Shift-T a few times (the layer will be duplicated and transformed)

4. Repeat steps 2 and 3 on the group (the group will be transformed but not duplicated)

Expected result: Both the single layer and the group should behave the same way

Actual result: The single layer is duplicated but the group is not
