Still experiencing total slow down / freezing of Photoshop (NVIDIA RTX 2080, GPU)

Hello.

For the last year I have experienced a total slow down / freezing of Photoshop on my windows intel machine. It can best be described as follows:

1. Open Photoshop
2. Create a blank new psd  file
3. Photoshop opens fine but then becomes extremely laggy (delays mouse movements, tool selections, etc) and/or will completely freeze.

Even accessing the preferences menu can sometimes be lagging so bad its near impossible.

I feel at this point I've tried nearly everything under the sun but still cannot for life of me figure out whats going on.

My system:
Intel(R) Core(TM) i9-9900K CPU @ 3.60GHz 3.60 GHz
NVIDIA RTX 2080 GPU

I am running the very latest studio drivers from Nividia always updating through the GeForce experience app hoping that this update will be 'the one' that fixes the issue. As of this post I am running 546.01.

I have tried all of the following:
- Quitting and resetting my Photoshop preferences.
- Turning off GPU usage entirely in Photoshop (this I think helps?)
- Adjusting 'selections processing' and 'remove tool processing' settings to: 'More Stable'
- Ensuring that RAM usage is set at 70% (no higher)
- Ensuring that scratch disk has plenty of HD space and is on SSD.
- Trying the 'Older GPU mode' (no change, also my GPU is after 2016)
- Restarting in safe more and running photoshop (seems to be same problem)
- Uninstalling PHotoshop cleanly and reinstalling Photoshop entirely 
- Closing all apps besides Photoshop (somewhat helps?)

What else am I missing here? Please help.
