Still having trouble installing updates

Tried to update to 23.2.2 today.  Windows 11 Pro.  Got the SAME error I've gotten periodically since sometime with version 21. 

Got the error on the OLD pc with Windows 10 pro.

Got the error on the NEW pc with Windows 10 pro INSTALLED FROM SCRATCH.

Now getting the error on the NEW pc with Windows 11.

SO FAR, the fix has been to stick an "x" on the front of the filename of adobe_caps.dll.

Restarting the computer every time Adobe needs updating is not a fix.  Neither is creating another admin account to run Photoshop.

Update successful after changing the name of the problem file in the Adobe Photoshop folder.

Literally had the same problem today verbatim. 

I resolved the issue by doing the following:
   1. Open the Task Manager
   2. End all Adobe Creative Cloud processes (especially the ones with the same icon - to be sure)
   3. Place the Adobe Creative Cloud app icon on your Desktop
   4. Right-Click the Adobe Creative Cloud icon
   5. Select "Run As Administrator"

Elevating Aadobe Creative Cloud to run as Adminstrator seemed to be the fix for me.
