stuck in step 4 in part 2 of the tutorial creating animated snow in photoshop

hello

I'm stuck in step 4 in the part 2 in the tutorial on how to create animated snow in photoshop... I have double click on the pattern overlay style ... waited for the dialogue box to open and that's when the trouble comes... cannot grab the snow on the photo and drag it as it is written. the snow does not move... cannot grab the snow... what am I doing wrong. Am I using the wrong tool...to grab... Please help me.

merci Thanks I was able to finish the snowfall animation but now after I save it and want to check it, it stays still showing the snow on the picture but no moving there... so I'm still stuck don't know what I'm doing wrong.
