Stuck in Transform Mode whenever Move Tool is Selected

In Photoshop 24.5.0, selecting the Move tool automatically puts you in transform mode, and there's no way to exit without choosing another tool. I should not see that transform box around the layer contents unless I hit Command-T. Or maybe it's just ignoring the fact that I have View > Layer Edges unchecked. Whatever it is, it's annoying as all get-out.
