Stuttering brush strokes with artifacts

I'm using Photoshop on our computers. My wife is an artist while I'm a computer geek.

On both computers were getting this strange stuttering artifacts when using the brush tool. Normally its a smooth gradient/line universally, but sometime this morning we started to get this noise in using the brush.

If I use the gradient tool to produce smooth gradients along the color, so its not a problem with the display. I've color calibrated, reset preferences, reloaded brushes, reinstalled (albeit didn't delete the folders), disabled OpenGL graphics usage in preferences, updated everything monitor/video related.

Rebooted a couple of times.

Systems:

N System: Win 10 Pro

Intel i3-3250 (3.50GHz)

8GB RAM

NVIDIA GeForce GTX 650

ViewSonic VX2433wm (monitor)

K: Win 10 home

Intel i3-3250 (3.50GHz)

16GB RAM

AMD Radion R7 200 series

HP Pavilion 25bw ips (Monitor)

Brush: plain circle, we've always used 25% spacing without problem. If we remove spacing, instead of getting smooth shading, we get hard lines.

Pictures. Yes, I'm aware putting white below hides some of that, but that is the left, the right is without white for illustration.

    I'd have said that the first thing to try is resetting the Brush tool, but are you saying this is happening on two separate computers?

    I am not at all sure what we are looking at either.  Are you saying that the smaller harder lines are appearing at random, and they are the artefacts you are referring to?   If you showed us the full screen canvas with some straight brush strokes, would we still see the problem?  I am wondering if that might is clearer as to what is intended, and what is artefact.

    I'd still be inclined to reset the brush tool.  In fact reset all tools (top left of Options bar).

    To be fair, both computers are using the same brushes. (I exported them to keep the two in sync) How do I reset all tools? Options bar?

    To recreate on K's system. New file.

    Load up a brush.

    Draw bunch of lines on screen with black. Choose View -> Actual Pixels.

    Highlighted.

    Throwing white behind hers does nothing. Mine makes it harder to see, but its still there.

    There was a yellowish halo around anything we used this brush line with. That was resolved by color calibrating, but it seems like this stuttering, which wasn't an issue prior to Friday, isn't going away.

    Need a screen shot of your layers palette.

    What version is Photoshop on each computer?

    The only thing common shown so far is Windows 10.

    Did you recently do the same Windows update to both computers?

    The last time windows updated for either computer was the 1st. (10 auto updates without warning, yayy (/sarcasm))
