Suddenly having problems opening up new files

Mac, PS CC 2017 and then 2018

So today I suddenly can't import any photos into photoshop to work on them. I uninstalled PS 2017 and then installed 2018 but I'm still having problems.

    We would need all the specific information you can provide.

    How do you import the file?

    What kind of file is it?

    What shows on the monitor when you try to import the file?

    Does a message pop up?

    What have you done to try to solve the problem?

    OK- yes- sorry for not being more specific.

    So- If I try to drag a jpeg into a new file I get the error message "Could not place the document because the disk is not available."

    If I click on the file and go to File>open in photoshop absolutely nothing happens.

    Before I dumped 2017 I tried to delete the photoshop settings file but that didn't work.

    I've tried this with a bunch of different files and I'm getting the error message on all of them.
