Support for a novice to replicate this effect on stock photo...thanks

Hi All

I have just purchased PS, so a total novice.  A colleague who left our employement created this effect on a stock photo, and I need to replicate the effect for other photos.  Any assistance please on where to start and how I can achieve this look is appreciated.

Try 

Filter > Filter Gallery > Artictic > Cutout (as a Smart Filter of course)

or 

Layer > New Adjustment Layer > Posterize

I hate to say this, but the banding on apparel and face looks suspiciously like the artifcats one would see when a full color image is saved as a low res GIF.

or 

Layer > New Adjustment Layer > Posterize

Try: Select > Subject – then add a Layer mask.

What effect? The clipping? 

Without seeing th eoriginal is seems hard to guess what exactly they may have done in additional editing.

Hi

Sorry don't have the original.  I think I can figure out the clipping.  The photo has a slight 'cartooning' or shadowing effect applied, not sure what else to call it. You can see it has been applied to these photos as well, its notable in the face and clothes.  Hope that helps.
