Surface pen causing photoshop glitches

I have a very complicated problem. I have a surface pro 3 with a blutooth pen that I use to draw in photoshop. Over the years the pen has caused glitching which has become more and more frequent to the point where it is guarenteed to occur. I bought a new surface pen to see if it would help but it only changed the glitching slighty which i find even weirder.

The glitches include: unable to use the save feature (i can save if i "save as" and overwrite the file but cannot just hit save). Cannot inverse selection through the drop down menu but i can with hot keys. Cannot draw a stroke with paintbrush, will begin to appear but the disappear (this one is no longer an issue with my new pen). Cannot rearrange layers or move them in any way (This one is new with my new pen). 

The only way to "fix" these gitches at this point is to exit out and restart my computer. If you dont restart the computer, photoshop wont let you open the file that the glitch occurred on, but it will let you open others that are glitchless. The first time this occurred was years ago, and it happened rarely at that point. But the frequency has increased exponentially, and now the moment the pen touches the screen when photoshop is open, it glitches.

If anyone has any insight i am desperate, its incredibly annoying and i can't afford a new device.

update, tried uninstalling all of creative cloud and reinstalling everything, didn't work. Also now the save as refuses to respond so i cant save my projects at all. Please help!
