Surface pro opacity layer problem

I'm using a surface pro 6 and not sure if this is surface pro problem or photoshop.  But if i open a picture and i want to trace it on another new layer and i lower the picture opacity down just a little so its easier to see the lines i trace on the new layer i/m getting these square boxes that's like a bleed thru on screen around where i'm tracing it.  Curious if anyone knows anything about it thanks
