Swatches problem

How to I fix this? When I open Photoshop,I keep getting an alert that my swatches panels are full and they can't load. When I check the panel, I find that multiple versions of the same panels have tried to load. I have to manually delete the copies. Why is this happening? It is annoying.

    Sorry... I don't see anything in preferences that would address this particular problem. What do you suggest?
