Switching brushes reverts to previous tool

When I try to say change from hard to soft round bruch by right clicking the mouse using (for instance) the clone tool it will automatically chage back to my previous tool I was using before (such as the brush tool). Any ideas how to cure this please.

Does it repeatedly return to the previous tool if you press the shortcut key again? Otherwise, I'm having a similar issue with reverting tools, just not with a brush since I don't use those often.
