System error

Tried to launch Photoshop and received this error popup (see the attachment).

Tried to launch Creative Cloud and received the same error.

Tried to delete Photoshop and, again, received the same error.

How can I fix this?

Operation system: Windows 10 Home. Version 1909

Photoshop version 22.0
