Tab key doesn't show hidden panels

Photoshop 25.1.0

MacOS Sonoma 14.0

When I open a document by double clicking from the Finder, it opens with the toolbar panels hidden.

When I press the Tab key, it doesn't show the hidden panels. (They are behind the Finder windows, even though the Photoshop application is active.)

I can get the toolbars back by pressing the F key three times.

Why doesn't the Tab key make the tools panels appear?

I was able to self-resolve this by turning off Application Frame.

The Tab key only makes the panels visible again if they were hidden by pressing the Tab key.
