Technical Issue with PS cursor display

Hello! I must have accidently pressed something on my software for it to stop working. It's hard to explain what's going on without showing the video. Once you watch the video, could you please tell me how to fix this. I've been trying to fix it for days now, but to no success. Please Help Me.
