Temporary move tool

Why does Photoshop CC2017 jump from layer to layer when I select the move tool in order to move a layer around. It now only stays in the same layer when I'm in move mode and press cmd at the same time. I'm working on a Mac.

In CC2015 I could be in any mode and when I pressed cmd I could move the layer around without a problem.

Does anybody know what's wrong?

Check the tool option bar do you have auto select layer checed?
