Text Box defaulting to World Ready

Everytime I make a new text box, the paragraph changes to World Ready Layout with right to left formatting. I have tried just telling the world ready to use left to right, and I've tried clicking on the Latin layout in the paragraph menu. It will change for the current text box, but then the next new text box will default back to right to left. I've also tried setting it with no file open to get the default to hopefully change, and clicked the reset preferences when restarting Photoshop option. How can I get the layout to remain sticky on Latin or at least left to right?

I think I found the issue in another thread. Basically I had my app language preferences set to English (arabic) because that is the only way you can get binding options in InDesign. Changing it to English (North American) and reinstalling photoshop to see if that solves the issue. It would be really nice if they could include the binding options in Indesign now with their unified text engine capabilities, or at least make it easier to change options regardless of language preferences. Previously you could set it to one or the other under preferences > type without having to change install language.
