The command Select is not currently available

Hi there I need your help. Recently I cleared my hard drive. Before that i backed up my PS actions. Now i installed PS and imported saved actions but when i try to use action there is "The command Select is not currently available" error. I searched for help but fixes like "Name layer "Background" won't helped.Pls help me.
