The free transforming issue

The red circle's size is 60px * 60px. After free trasforming of the circle, I resized it by entering an integer 60 in the elipse panel.

 

The white circle is also 60px*60px in size. However, this is a shape created by entering an integer 60 in the elipse panel at first generation.

 

Zeplin recognizes the size of the red circle as 61px * 61px. It's because of the red circle's anti-aliasing.

This free transforming issue is a fatal problem to ui/ux designer. I want to solve this problem as soon as possible. In previous versions, there was no such problem with free transform.

I ask for your understanding because I am not good at English.

After free transform of the red circle, the size of the circle is expressed in small numbers. People says to me to use the photoshop's 2017 version, but adobe does not service old version of photoshop. please solve this problem as soon as possible.
