There are 2 paths to presets folder. What is the correct path?

There are 2 paths to the Presets folder and PS includes presets from both places.

Macintosh HD>users>myusername>Library>Application Support>Adobe>Adobe Photoshop 2022>Presets

and

Macintosh HD>Applications>Adobe Photoshop 2022>Presets

When I save a new action or want to save a new set of brushes, I'm not sure which folder to put them in. Why this redundency? It's a waste of space and creates confusion. I'm running PS 2022 on an iMac with Big Sur OS. I couldn't find in the PS preferences any way to specify the location of the presets folder. Any suggestions?

If multiple people use the same program on the same computer via different user accounts, presets saved into the <username> path will be specific to that account. Perhaps some I.T. departments may also restrict access to the application/program folder.
