There is any way to fix Blur Edge on brush even on 100% Hardness?

So I have Photoshop CC 2020 (21.2.0 Release.)And there are blurry edges, even with 100% hardness. How to fix it?

It is exactly the pencil tool, I've personally been searching for it for such a long time.

Just right-click the brush tool and it's hiding under that.

It leaves no fuzzy edges, just hard 1 to 0 edge falloff.

If you don’t want anti-aliased edges try the Pencil Tool instead of the Brush Tool.
