This App can't Run on your PC error when opening a Jpg in CC 2017

As the title says, when I attempt to open a Jpg file in Photoshop CC 2017 via double clicking the Jpg...I get the "This App can't Run on your PC" windows pop up.

I have tried going through the "Open with" process to manually select the CC 2017 exe file, but that results in the same error, and Windows 10 doesn't seem to recognize Photoshop CC 2017 as a valid app for the purposes of opening JPG files.  I suspect this might be more of a Windows problem than a Photoshop one, but it started nearly a month ago immediately after I updated from CC 2015.5 to 2017.

I can still work with JPGs just fine by opening their location in windows and dragging the Jpg file onto an open Photoshop window.  I just can't open them directly via a double click of the Jpg file or via the "Open with" dialogue.

    I can suggest an alternate to it, try exploring your files in Adobe Bridge.

    I will assume that Adobe Bridge solution helped. For anyone in the future who might be having issues with not being able to open up files, there are a couple of reasons, if conventional methods to not help. Disk fragmentation, malware, and compatibility issues might cause the problems. Fragmentation only affects HDD's, so if you are running SSD, no worries there. Defragmenting your disk can help you solve the issue. Additionally, scanning with anti-virus and anti-malware software will confirm or deny if it is a malware issue. Other than that, there could also be slight file incompatibilities. These tips should help anyone in the future solve the problem.
