Time lapse exporting with jumps

I'm working on an animation that includes letters sequentially appearing on a screen. I'm starting in photoshop with a series of jpegs named 001, 002, 003... and so on, exporting as a time lapse using the Film&Video function and then editing in Premiere. However when I export from photoshop, the letters don't play out smoothly, e.g. the word "look" appears as "l.. lo.. look" when the sequence in the jpeg series goes "l.. lo.. loo.. look" This same kink appears multiple times in all the different videos I've exported, with two letters appearing at a time now and then. I tried exporting the time lapse from a different computer and I encounter the same problem. 

I've attached an exported video and screen grabs of the jpeg sequence and export settings in Photoshop.

Your Render Video settings from Photoshop say the frame rate is 23.976. Is that frame rate a requirement of the production? Because the fractional frame frate could be forcing frames to be dropped until they average 23.976 fps.

 

Does it work better if, in Photoshop, you set the frame rate in both the Timeline panel and Render Video to 24 fps, and then export?

Thanks! The problem persisted at 24 fps but it worked when I exported at 30 fps.
